Tender.Health OCDS Publication Policy

The Tender.Health platform was developed by the Coalition of Civil Society Organizations for transparency and efficiency of public money spendings during the time of COVID-19 pandemics. The coalition works in close cooperation with the Ministry of Health of Moldova and Centralized Center for Medical Purchases (CAPCS).

Tender.Health data is published as Open Data under CC0 license by the Positive Initiative NGO in cooperation with the Ministry of Health and CAPCS in OCDS 1.1 in JSON format.

Dataset is refreshed weekly. Information on all medical procurements is collected by the CAPCS from all the hospitals and is stored in a structured database. The CAPCS and Positive Initiative are cleaning the data to be sure that all forms, dosages, packages are listed correctly. Then, data is transformed into an OCDS 1.1 format, stored in the OCDS database, indexed for search.

Data is provided on the contract stage of the contracting process.

At this stage, only data on COVID-19 contracts and donations to tackle pandemic is added to the OCDS dataset.

Future planned development:

  1. Expand dataset by adding data on National Healthcare Programs contracts (eg. centralized procurement on HIV, TB, Hepatitis etc.)

  2. Publish data on all contracts of the medical institution in the country from MTender e-procurement system

  3. Covering the entire contracting process - publishing data through planning to contract implementation.
